Will transitioned into Residential Exterior Construction Sales with 14er Exteriors, specializing in roofing, siding, solar, and insulation. Drawing upon a strong foundation in project management and client-facing roles, Will now excels in guiding homeowners and small business owners through exterior construction projects, from consultation to completion. His focus lies in delivering tailored solutions that enhance property value and energy efficiency while meeting clients' specific needs.
Previously, Will served as Colorado Planning Group Manager at AtkinsRéalis in 2023 and 2024, he lead a nine-member team of planners, engineers, modelers, and graphic designers. As a client-facing project manager, he successfully oversaw major transit and infrastructure projects, analyzing transportation alternatives and created capital improvement project lists and budgets. Will’s expertise in Healthy Community Design informed plans that promoted active transportation, multimodal options, increased access to fresh food, and equitable infrastructure. He also facilitated hybrid public engagement processes, combining in-person and online tools to gather meaningful feedback from stakeholders.

Projects
2023 - 2024, Burnham Yard Transportation Alternatives Analysis, Denver, CO
Will and the AtkinsRéalis Team developed a project vision, goals, objectives, and evaluation criteria for a large, underutilized site adjacent to downtown Denver. Will served as team lead in analysis and screening of rail corridor options and locations for new urban development. Will led analysis of alternative alignments for freight, passenger, and light rail lines to support project goals such as transportation and mobility, safety, land use, environmental impact reduction, environmental justice and equity.
Will led the evaluation of many complex design parameters during a three-level alternatives screening process that included grade options, noise impacts, potential for at-grade or grade separated crossings, conflict points between modes, connectivity to the local road and highway network, and bicycle/pedestrian connectivity. Will used curve radii data to analyze the land use and development potential for each alignment, eventually finding two locally preferred alternatives.
Will also led the development of alternatives to maximize the reuse and development potential of the site. Evaluation included special consideration of connecting specific development areas to the surrounding city by at-grade and grade-separated connections, transit, and bicycle/pedestrian options. Reuse of the Burnham Yard site will create jobs and developable land close to downtown Denver’s core providing economic growth opportunities. Both locally preferred alternatives include an AtkinsRéalis conceptualized dedicated north/south bicycle and pedestrian connection nicknamed the Burnham Bikeway.
2021 – 2024, Texas Statewide Long-Range Transportation Plan, TX*
Will managed four staff to create data dashboards, research existing performance measures and generate ideas for new performance measures. Will was the planning document review team leader of 15 staff that provided technical review of 65 Texas based plan and policy documents, developed criteria and a plan review template to ensure consistency, performed technical analytics and created infographics. Will and team developed Texas statewide strategies around the themes of: Safety and resilience, adopting technology and innovation, freight infrastructure and intermodal connectivity, expanding investments in multimodal transportation, enhancements to border crossings, support of workforce connections to jobs, enhanced stakeholder engagement, and improvements to the planning process.

2023 – 2024, CDOT Region 1 – Local Agency Program / Project Manager, Denver, CO
Will and the AtkinsRéalis Team managed twenty local agency projects for CDOT acting as an owner’s representative and liaison to local municipalities, and counties around the Denver metropolitan area. Projects are in various states of planning, design, and construction readiness, spread across years 2024 – 2026. Will served as the deputy project manager and coordinator for the CDOT Local Agency Process. Projects consisted of safety upgrades, technology upgrades, roundabout installation, intersection geometry changes, as well as lighting, signage, and striping upgrades.
2023 – 2024, Fishers Canyon Open Space and Trails Master Plan, Colorado Springs, CO
Will was the Project Manager developing a plan for the long-range development and management of Fishers Canyon Open Space with the City of Colorado Springs Parks, Recreation and Cultural Services Department providing traffic data collection and analysis, trails planning, trailhead and parking design, and regional trail connectivity opportunities to facilitate and complete an Open Space Master Plan and Maintenance Management Plan.
Will and the AtkinsRéalis team documented and assessed existing conditions, performed goals and values setting, stakeholder outreach, community engagement, traffic forecasting, traffic analysis, and trailhead master planning. Project includes a new open space trails plan, a trailhead parking area conceptual plan backed by traffic analysis with community buy-in, sustainability and environmental recommendations, emergency access, drainage, and maintenance initiatives.
2022, Texas Department of Transportation Planning and Environmental On-call Lead: Bryan District IH-45 Corridor Study, TX
Will developed a 30-year program of projects between Dallas and Houston managed four staff in implementing project prioritization criteria, created data visualizations using financial data dashboards, project management dashboards, and infrastructure program management dashboards.
2021 – 2022, SH-83 Corridor Study Laredo to McAllen, TX
Will met with Metropolitan Planning Organizations along the 130-mile corridor, inventoried issues, needs, ideas, and policies in the study report. Will managed modeling staff in creation of a macro-scale traffic model, provided analysis of potential reliever routes, infrastructure analysis, and scenario planning using the macro model. The SH-83 macro model included border crossings, bridges, transit routes, and transit ridership.
2020 – 2021, Airport Layout Plan Update, Williston Basin Airport (XWA), Williston, ND
Will served as Planning Project Manager and directed a multi-disciplinary team to create an FAA certified airport layout plan update to expand future landside and airside operational needs. The updated plan covers navigable airspace changes, runway expansion zones, terminal expansion areas, a new air traffic control tower, air cargo plans, and hangar expansion areas. Managed conformance to design standards, land use changes, aerial survey, runway profiles, and instrument approach and departure profile updates.
2020 – 2022, Clay County and Union County Transportation Master Plans, SD
Project Manager, led a team of planners and modelers in the creation of two neighboring Transportation Master Plans. Plans included a rural multimodal focus and incorporated bicycle/pedestrian, rural transit, and regional trails. Managed the public outreach processes, stakeholder coordination, and plan drafting of both projects. Realigned the Union County Transportation Plan project, originally off-track and out of scope when beginning role, plan has since been finalized and adopted in May, 2022.
2021 – 2022, City of Brandon Bike and Pedestrian Master Plan, SD
Will oversaw creation of a Bicycle and Pedestrian Master Plan for the City of Brandon using electronic engagement tools, roadway and trail cross sections, modern intersection designs, and identification of safe routes to school. Developed local and regional trails plans using stakeholder engagement, including a "Rail with Trail" pilot project, based on Federal Railroad Administration guidance. Guided the planning team to develop the first ever bicycle and pedestrian plan for the company
2018 – 2019, Great Lakes Hyperloop Feasibility Study, Cleveland, OH
Will served as Project Manager, developed a feasibility study onsite in the Great Lakes region in 2018 and 2019 to present the business and economic case for hyperloop. Managed a team of eight engineers, planners and consultants in a public-private partnership to study a 450-mile corridor. Researched and presented route alternatives, travel demand, cargo demand, station locations, and modeled passenger fare revenue scenarios. Reported to the Northeast Ohio Areawide Coordinating Agency (NOACA).
2018, Andhra Pradesh Hyperloop Pre-Feasibility Study, India
Project Planner, coordinated a feasibility study onsite in 2018 to study a hyperloop corridor between the cities of Anantapur, Vijayawada, and Visakhapatnam. Lead creation of a pre-feasibility study document examining potential routes, locations for stations, and intermodal freight facilities. Coached a team of three engineers to design new minimal footprint pylon structures capable of retrofit into India's congested urban corridors. Determined which sections of the route would need to be elevated, cut and covered, or deep-tunneled, provided planning-level cost estimates, and mapping.
2016 – 2017, Hyperloop Feasibility Study Abu Dhabi to Al Ain, United Arab Emirates
Will served as Project Planner, coordinated a feasibility study onsite in the United Arab Emirates in 2017 to study a hyperloop corridor between the cities of Abu Dhabi and Al Ain. Managed a team of engineers, planners and consultants to study the 125 km corridor, associated route alternatives, travel demand, cargo and passenger fare revenue, and station locations. Spearheaded project now in design phase of a 10 km “Demonstrator Prototype” in Abu Dhabi.
2018– 2019, Full-Scale Hyperloop Prototype Construction, Toulouse, France
Will was Master Site Planner for the Hyperloop Transportation Technologies Research and Development Center directed two international teams of 15 staff. Planned site, supervised field survey, hired specialists for buried unexploded ordinance depollution and mitigation, procured materials, and assisted in construction management of a 320-meter Hyperloop test track at the Francazal Airport in southwestern Toulouse. Will created site layout and 10-year master plan for a ~$90M Hyperloop Research and Development Center (HRDC). Collaborated with municipal and private stakeholders to plan, permit and develop the HRDC. Oversaw the siting and installation of the initial 320-meter full-scale hyperloop prototype track.
2013 – 2015, Safe Routes to School Building Community Coalitions Grant, Leadville, Paonia, Center, Pagosa Springs, and Basalt, CO
Will managed large community-based coalitions in five selected Colorado towns for a two-year CDOT Safe Routes to School (SRTS) pilot program called the Building Community Coalitions Grant. Served as the Colorado lead in implementing all statewide activities for non-profit Action for Healthy Kids, facilitated communications and coalition meetings, developed community tool kits, directed the competitive seed grant process and activated the SRTS target audiences in each community. Assisted in the development and implementation of community SRTS best practice evaluation strategies that include: coalition development tracking, grant program and project tracking, as well as the monitoring and approval of grant expenditures for each community. Lead recruitment efforts including the identification of missing stakeholders and the inclusion of outreach and recruitment activities into community action plans. Provided coaching and support of community SRTS coalitions, composed of multi-disciplinary stakeholders including teachers, city or county officials, public health representatives, police, local business owners, parents, and school administrators. Measured an increase in the numbers of children walking and biking to school in each of the five selected communities. Developed education and encouragement programs specifically tailored by each community according to their own problems identification and solution prioritization effort.
2014 – 2015, Faculty/Team Coach, Leadership in Healthy Community Design, Denver, CO
Will assisted with the design and development of the master program curriculum for non-profit Regional Institute for Health and Environmental Leadership (RIHEL). Planned the programs and evaluations for the five individual program events. Delivered workshops on various aspects of healthy community design, teamwork, team projects, leadership and communication during the on-site training events. Served as an adviser for the program participant teams meeting with, supporting, and providing transportation planning assistance to the multidisciplinary teams regarding their team projects.
2014 – 2015, Colorado Statewide Transit Plan, Denver, CO
Will conducted public engagement for the CDOT Statewide Transit Plan, which informed the CDOT Statewide Transportation Plan. Identified and evaluated passenger rail and express bus corridors throughout the state. Created an interactive statewide database with over 3000 transit-oriented community contacts. Conducted targeted outreach to local transit providers, area agencies on aging, transit riders, veterans service agencies, workforce centers, paratransit providers, healthcare providers, and elected officials. Provided support and coordination of statewide open houses and work sessions for each Transportation Planning Region (TPR) including finding and scheduling meeting locations, creating and distributing flyers to identified contacts, schools, libraries, and transit agencies inside of each TPR. Responsible for preparing meeting materials for each open house and work session including agendas, handouts, posters and graphics. Provided meeting summaries to the project team.
2014 – 2015, Downtown Evergreen Trails Master Plan, Evergreen, CO
Will managed planning, mapping, and public involvement for a planning process sponsored by Jefferson County and the Downtown Evergreen Economic District (DEED). Delivered plans to connect the downtown area with the library, schools, parks, and retail areas using a walkable/bikeable trail network. Developed and hosted technical working groups that included representatives from multiple Jefferson County departments including maintenance, engineering, land planning, and open space, the Evergreen Parks and Recreation District, Denver Mountain Parks, Great Outdoors Colorado, and the Evergreen Alliance for Sustainability.
2014 – 2015, Regional Transportation District Technical Assistance, Golden, CO
Will worked on multiple NEPA processes including the RTD West Corridor Environmental Impact Statement (EIS), assisted in planning and public involvement for a new Light Rail Transit Corridor. Served as county liaison for RTD Gold Line EIS processes, collaborated with RTD staff, consultants, and stakeholders, provided technical assistance as a representative of Jefferson County at working groups and public meetings.
2006 – 2011, Colorado Department of Transportation Technical Assistance, Golden, CO
Will worked on the US-36 EIS and helped to point the stakeholders toward a more flexible side running BRT system that covers a smaller, less impactful footprint, later adopted as the preferred alternative for the corridor. Provided bicycle/pedestrian planning support in the siting of the US-36 Bikeway, recommended locations to connect bikeway to existing bicycle infrastructure. Provided recommendations and mapping for US-36 Bikeway wayfinding signage, mile markers, and helped locate US-36 Bus then Bike secure bicycle parking shelters.
2008– 2011, I-70 Programmatic EIS (PEIS) and I-70 Studies, Golden, CO
Will helped to develop the I-70 Programmatic EIS through stakeholder participation meetings, served as county representative to the I-70 Coalition, and served on the I-70 Coalition Technical Committee, responsible for reading and making comments on the I-70 PEIS document. Performed this duty on behalf of both Jefferson County and the I-70 Coalition. Project has a long-range timeline of over 20 years. Helped prepare the I-70 Land Use Study for Transit. Assisted in selecting and guiding the consultant team, which made recommendations for the land uses surrounding potential I-70 rail stations along the corridor. Analyzed potential rail alignments both inside the I-70 highway corridor and off-corridor. Participated in the Rocky Mountain Rail Authority High Speed Rail Feasibility Study attended steering committee and executive committee meetings, provided clear and relevant technical expertise. Both the I-70 Land Use Study for Transit, and the Rocky Mountain Rail Authority High Speed Rail Feasibility Study were developed concurrently, to utilize each other’s findings.
2009 – 2011, Jefferson County Bicycle and Pedestrian Plan, Golden, CO
Will developed the Jefferson County Bicycle and Pedestrian Plan with a host of stakeholders that included city, county, and state government agencies paired with county residents, and local non-profit organizations. Developed a web page that allowed public viewing and online feedback opportunities for the draft plan maps. Recommended major changes to the striping template of most major and minor arterial roadways in the County, as well as a more consistent pedestrian network. Developed a system of on-street markings which utilize Kipling Parkway as a north/south backbone to create a far reaching and consistent bicycle network. Focused on completion of missing pedestrian links with new ADA compliant infrastructure. Provided recommendations for Jefferson County to provide safer active transportation facilities and a 20-year program of bicycle and pedestrian projects.
